During the weekend I already filled out the Visa application for Uzbekistan online as far as I was able to do. I did send it to a Visa agency, which responded to a mail, I did send to the consulate.

The visa agency was answering, that they will get the authorization to issue the visa during the week and then only need my passport for a single day. Now, to get this visa seems to be no problem anymore.
